ニュース記事やシンクタンクのレポートなどの公開情報に基づき、欧州ハイブリッド脅威対策センター（Hybrid CoE）のハイブリッド脅威分析モデルで定義される40の工作手段に、当委員会が独自に追加した2つを含む計42種類の工作手段に該当する事例を収集しています。
　2026年2月15日時点で、計622件の事例を収録しています。
　これらの事例は、以下の2種類に大別されます。
● 過去事例：
　2000年以降、世界各地で発生したハイブリッド脅威と認識される事例で、発生国以外でも同様の工作手段が使用され得るもの。
● 予測事例：
　調査・研究に基づき、今後ハイブリッド脅威として発生が予測される事例。

We collect cases related to 42 instruments of hybrid influence—comprising the 40 defined by the Hybrid CoE and 2 additional instruments introduced by our Study Group—based on publicly available sources such as news articles and think‑tank reports.
As of 15 February 2026, a total of 622 cases have been compiled.

These cases are broadly divided into the following two categories:

● Past Cases:
Hybrid‑threat cases that have occurred worldwide since 2000 and can be recognized as relevant to the model's instruments. These are cases in which the same instruments could plausibly be used outside the country where the event occurred.

● Possible Cases:
Cases that are expected to emerge as hybrid threats in the future, based on research and analytical assessments.
